Mauricio Pochettino admits Tottenham’s rebuild will be ‘painful’ in the coming months.
Spurs have gone two transfer windows without signing a player – a run they are likely to end this summer.
Lucas Moura, a £25million arrival from Paris Saint-Germain in January 2018, was the last signing Pochettino made.
The Tottenham boss said: “When you talk about Tottenham, everyone says you have an amazing house but you need to put in the furniture.
“If you want to have a lovely house maybe you need better furniture. And it depends on your budget if you are going to spend money.
“We need to be respectful with teams like Manchester City or Liverpool who spend a lot of money. We are brave, we are clever, we are creative.
“Now it’s about creating another chapter and to have the clear idea of how we are going to build that new project. We need to rebuild. It’s going to be painful.â€
Tottenham chairman Daniel Levy is reportedly set to heavily back Pochettino in the summer transfer window.
On a shoestring budget compared to other top-six clubs in the Premier League, Spurs are on course to secure Champions League football for a fourth successive season.
The club will also reach this season’s Champions League final if they overturn a 1-0 deficit in the second leg of their semi-final clash against Ajax next week.
And Pochettino has called for Spurs to ‘behave like a big club’.
He added: “I cannot guess (what will happen) because it’s a club decision and talk. What can we expect now?
“One question the other day was ‘the depth of the squad is not at the quality of the new stadium’ in a press conference.
“If we start next season talking about that, nothing good is going to happen in the future.

“The perception and the feeling are not going to be right. We need too much. The expectation, the reality – and then, of course, we need to give you (the media) the tools to provide our fans with the reality and find a good balance.
“We cannot tell to our fans negative things. We must always be positive. But sometimes if it’s too positive, we create an expectation that’s not the reality.
“And maybe I’m bored of talking about that. But that’s the reality. We need to fight for big things, behave like a big club and do things properly.”
